I think that's the perception but I'm sure the reality is much different. Firing a teacher is a difficult process unless a law is broken. I've worked with many teachers who probably should be fired but didn't do anything malicious therefore the administrator knows the piles of work necessary to remove the teacher and chooses to do nothing.
