Not fair but what can be done to change that? Unless you support vouchers and school choice, there will always be vast differences between schools based on race and socioeconomic status.
It may not be fair, but neither is people paying for those on welfare that don't attempt to get a job. It comes down to who is most concerned with education and making it out of the "bad" inner city areas.
