Are school boards a "professional organization" that is qualified to judge the professional work that teacher's do?
It would be interesting to see if communities took over the schools but as long as money is tied to it, it's an unlikely scenario.
Is the elected school board outmoded? Can they really have the expertise needed in today's world?
Your question is valid. What is the standard of expertise when it comes to running a school or school district? Can bureaucrats effectively run schools? Can local boards best manage local issues? These are the questions!
